Zero-Friction Legacy Automation — Resolving a 2.5-Day Compliance Bottleneck for a Tier-1 US Bank

Post-M&A Data Integration & Regulatory Breach Scale: ~20 Acquired Institutions | ~$20B Combined Volume

The Operational Challenge

Following an aggressive growth campaign resulting in the acquisition of approximately 20 smaller financial institutions, a top-tier US bank faced a severe operational failure in its accounting department. Each acquired entity introduced new wire accounts that required daily reconciliation.

The legacy mainframe generated massive daily flat files for a combined transaction volume of roughly $20 billion. It was taking two Full-Time Employees (FTEs) 2.5 business days to complete a single day’s workload. This structural failure created a massive compliance breach with imminent financial penalties.

The Constraint Matrix:

  • Regulatory: All wire accounts had to be reconciled, exceptions researched, and records stored for audit before End-of-Business (EOB) daily.
  • Financial: The departmental budget was fixed for the fiscal year; hiring additional FTEs or temporary staff was impossible.
  • Technical: The internal IT department was at absolute capacity. Deploying a modern, cloud-based web system or provisioning new enterprise software was blocked.

The Architectural Solution

As a solo consulting architect brought in on a strict three-month contract, the objective was to engineer a solution that bypassed the IT development queue without requiring new capital expenditure. When modern web deployments are blocked by budget and organizational constraints, the architectural priority shifts to maximizing existing infrastructure.

After auditing the department's systems, I identified that every workstation was fully provisioned with the Microsoft Office Suite and Crystal Reports, secured behind the bank's strict Windows network authentication. I designed and deployed a shared, localized database application driven by strategic VBA modules to bridge the gap between the mainframe output and the accounting staff.

The Automated Workflow:

  1. Data Ingestion: Mainframe flat files for the 20 entities were dropped into a secure, shared network directory.
  2. One-Click Execution: Utilizing custom VBA logic, staff initiated an automated process that imported, validated, and reconciled debit and credit pairs across the entire dataset.
  3. Immutable Audit Trails: To satisfy regulatory compliance without building custom security protocols, the application integrated directly with the existing network. Crystal Reports were generated attaching the executing employee's unique Windows system login and Workstation ID to every action.

The Impact

Systemic Outputs & Exception Triage

Instead of manually line-matching thousands of transactions, the automation triaged the $20B volume into three deterministic operational reports:

  • Report 1: Reconciled Transactions. 100% matched debit/credit pairs, instantly archived for regulatory compliance and audit.
  • Report 2: Tier 1 Exceptions (Fee Variance). Potential matches requiring basic human validation (e.g., isolating a $100,000 debit against a $100,040 credit, identifying the $40 standard wire fee).
  • Report 3: Tier 2 Exceptions (Orphans). Complete mismatches, misrouted accounts, or date-shifted transactions isolated for deep research.
Project Outcomes & ROI
  • Velocity Increased by 96%: The manual 2.5-day workflow was compressed to an automated 30–45 minute daily process (dependent solely on the volume of Tier 2 exceptions requiring research).
  • Compliance Restored: The department met the daily EOB clearing mandate, successfully avoiding significant regulatory financial penalties.
  • Zero Capital Expenditure: Bypassed the IT bottleneck entirely. The department required zero new software licenses and zero additional headcount, finishing the fiscal year within their fixed budget.
